Publication Rules

In its editorial policy, the Journal follows the principles of publication integrity in scholarly journals, in accordance with the provisions of international associations and organisations, including the principles and guidelines of COPE (Committee on Publication Ethics), ORI (the Office of Research Integrity), CSE (Council of Science Editors), EASE (European Association of Science Editors), and the recommendations of ANRI (Association of Scientific Editors and Publishers), which establish standards of ethical conduct for all parties involved in publication (authors, journal editors, reviewers, the publisher, and the scholarly community). Before submitting an article, please read our statement of publication ethics principles.
Author manuscripts received by the editorial office are registered and admitted to the editorial process provided that they comply with the Journal’s subject profile and ethical principles, as well as the editorial requirements for article formatting.
Dear authors, before submitting a manuscript, please ensure that matters of publication ethics, copyright, authorship, text-data formats, figures, and references have been properly addressed and that all necessary accompanying documents have been prepared.

Conditions of Publication

Relevance to the Journal’s subject matter.
Novelty and originality of the research conducted.
The submitted manuscript must not have been previously published or be under consideration for publication in another journal.
Republication of material that is not new is not permitted; this includes English translations of articles that have already been published in Russian.
Detailed presentation of methods and data: other researchers must be able to replicate your research.

General Provisions

  1. The Journal publishes original, previously unpublished material in Russian (with an English abstract) and in English.
    2. Submission, peer review, editing, and publication of articles in the Journal, as well as their placement in open-access databases, are free of charge.
    3. Only original material that has not been previously published and does not infringe the copyright of others will be considered. All articles are checked using the Antiplagiat system. If duplicate texts by the same author are identified in other print or electronic publications, the article is removed from the editorial process.
    4. Authorship must be limited to persons who have made a significant contribution to the conception, conduct, or interpretation of the research. All persons who have made a significant contribution (to the conception and design of the research, or to the collection, analysis, and interpretation of data; who have actively participated in preparing the article text or making substantive revisions) must be listed as co-authors. With their consent, the names of persons whose contribution to preparing the manuscript is insufficient for authorship shall be included in the “Acknowledgements” section, specifying their contribution to the work.
    5. An author who submits an article to the Journal’s editorial office on behalf of all authors (co-authors) is responsible for the manuscript during submission and peer review (hereinafter, the corresponding author). The corresponding author must ensure that all qualifying co-authors have been included in the author list and that all have read and approved the submitted version of the manuscript.
    6. An article submitted for publication must not have been previously published elsewhere. Under the policy on posting preprints and postprints (link), articles previously posted by authors on personal or public websites not associated with other publishers may be considered.
    7. Authors are responsible for selecting and ensuring the accuracy of the facts, quotations, statistical data, proper names, geographical names, and other information provided. Authors bear full responsibility for the accuracy of the bibliographic information contained in the article.
    8. Authors must disclose all sources of research funding.
    9. Authors are responsible for disclosing all financial or personal relationships that may influence their work. All authors must disclose any influence on the results or conclusions presented in the work.
    10. If authors discover errors or inaccuracies in their published work, they must promptly notify the Journal editor or publisher and cooperate with the editor to correct or retract the article.

1. The article text (in Russian or English), an abstract (in Russian and English), a list of cited references (in Russian and English), and figures, photographs, and tables.
In the case of joint authorship, all authors must approve the final version of the manuscript before submission.
2. Information about the author(s) in Russian and English:
- full surname, first name, and patronymic (without abbreviations)
- position held
- academic title and academic degree
- place of employment (the official full name
- of the organisation, without abbreviations, and the full postal address of the organisation(s) must be provided)
- city, country
- work telephone number
- email address
- ORCID (if you do not have an ORCID, you must obtain one by registering at https://orcid.org/register).
3. Licence agreement.
Before completing the declaration, please review the Journal’s conflict-of-interest disclosure policy. The declaration must include information on any relationships or areas of interest that could directly or indirectly affect your work or create bias. If there is no conflict of interest, authors must state this.

Submission and Consideration of a Manuscript

  1. The editorial board considers for publication manuscripts submitted by authors to the Journal’s email address: This email address is being protected from spambots. You need JavaScript enabled to view it.
    A manuscript received by the editorial office is recorded with its date of receipt, and the editorial office informs the author by email.
    2. The editorial board begins work on an article only after receiving all accompanying documents.
    3. All submitted materials are subject to mandatory preliminary screening, internal assessment, and external peer review.
    4. A decision to publish or reject publication is made within 90 calendar days from the date the manuscript is received at the editorial office’s email address and is communicated to the author.
    5. Registration and preliminary screening of a submitted manuscript are completed within no more than 10 days.
    6. The executive secretary reviews the manuscript for compliance with the Journal’s profile and formal requirements, including permitted length, structure, the presence of keywords and abstracts in Russian and English, bibliography, and other requirements.
    7. If the submitted materials do not meet the established requirements, the manuscript is returned to the author for revision.
    8. The editorial office does not engage authors in substantive discussion of scholarly articles, correspondence on writing and formatting methods, or work to bring articles to the required scholarly and methodological standard. The editorial office does not provide paid services for formatting articles in accordance with the established requirements.
    9. The editorial office reserves the right to reject articles if the author is unable or unwilling to take account of its recommendations.
    10. The executive secretary sends a manuscript that has passed preliminary screening to the Editor-in-Chief or to the editorial board member responsible for the relevant subject area for internal assessment.

Internal Assessment

  1. Internal assessment of a manuscript is carried out within no more than 20 days from its receipt, provided that it has been prepared in accordance with the established formatting requirements for submitted manuscripts.
    2. Internal assessment is carried out by the Editor-in-Chief or an editorial board member responsible for the relevant subject area.
    3. The Editor-in-Chief or editorial board member responsible for the relevant subject area assesses the manuscript’s compliance with the requirements applicable to scholarly research; recommends the manuscript for publication or rejection; and proposes a list of potential reviewers with their contact details.
    4. After the internal assessment, the Editor-in-Chief or editorial board member responsible for the relevant subject area sends their recommendations to the executive secretary.
    5. In the event of a negative recommendation, the executive secretary informs the author that the manuscript has been rejected.
    6. The executive secretary sends a manuscript that has passed internal assessment to the recommended reviewers.

Peer Review

Peer review of a manuscript that has passed preliminary screening and internal assessment is conducted in accordance with the Peer Review Procedure.
The Journal uses single-blind review, in which the reviewer’s name is concealed, but the reviewer knows your identity. Accordingly, when submitting an article, you may suggest scholars as reviewers and exclude certain names from the list of potential reviewers. The Journal’s editors will carefully consider your request: excluded reviewers will not review your article, and we will invite suggested reviewers to join our Journal’s reviewer pool. Under the Peer Review Regulations, your reviewers may not be:
- employees of the organisation with which you are affiliated;
- your students or academic supervisors;
- co-authors;
- participants in joint research project(s);
- other persons with whom you have competitive, scholarly, financial, or any other relationships.
We therefore do not recommend including the above categories of scholars in your list of potential reviewers. You may also identify members of the Journal’s editorial board as potential reviewers. The final right to select a reviewer, except for the list of excluded names, remains with the Editor-in-Chief.

Publication of a Manuscript

  1. A manuscript may be rejected by decision of the Journal’s Editor-in-Chief:
    - following preliminary assessment;
    - following internal assessment;
    - following external assessment;
    - if contact with the author is lost for more than 20 calendar days.
    2. Once all stages of manuscript assessment have been completed, the editorial board holds a meeting at which the final text of the article, the reviews, and the author’s responses to reviewers are considered, and a decision is made to publish or reject the manuscript. In disputed cases, the Editor-in-Chief makes the decision.
    3. Within 10 days, the executive secretary notifies the author of the editorial board’s decision to publish the manuscript or sends the author a copy of the review and/or a reasoned rejection.
    4. Where recommendations for revising the manuscript are made, the author is invited to take them into account when preparing a new version. Revision of the article must take no more than 20 days from the date an email notifying the authors of the need for changes is sent.
    An article sent to the author for revision must be returned in corrected form together with its original version within 20 days. The revised manuscript must be accompanied by a letter from the authors responding to all comments and explaining all changes made to the article. Articles delayed for a longer period or requiring further revision are treated as newly submitted.
    5. If authors decline to revise the materials, they must notify the editorial office in writing or orally that the article is being withdrawn from consideration.
    6. The editorial office will be obliged to withdraw the manuscript from consideration if the authors fail to provide a revised version within the established period following the date on which the editorial office sends notice of the reviewers’ assessment results and revision recommendations. In such cases, authors are sent an appropriate notice that the manuscript has been withdrawn from consideration because the time allowed for revision has expired.
    Notice of rejection for publication and withdrawal of the manuscript from consideration is sent to the author by email.
    7. If a positive decision is made, the article is published in order of priority, taking into account the thematic plans and priorities of forthcoming issues and the editorial portfolio’s workload.
    8. All approved articles are sent to the editor and proofreader. Page proofs prepared for printing are provided to the authors for checking and must then be returned to the editorial office within one week.
    9. Manuscripts not accepted for publication are not returned.
    10. The editorial office does not charge fees for the submission, consideration, or publication of articles.
