The presented article examines the theoretical foundations of the organization
of voluntary health insurance. Part 1 of Article 41 of the Constitution of the
Russian Federation stipulates that everyone has the right to health
protection and medical care. It follows from this constitutional provision
that health protection of citizens of the Russian Federation is a priority task
of the state. To implement it, a health care system has been created, which
includes both public and private medical institutions. However, despite the
significant efforts of the state to develop health care, there are several
problems that do not allow citizens to be fully provided with high-quality
and affordable medical care. Such problems include insufficient funding of
the industry, a shortage of qualified personnel, a high level of morbidity
among the population, etc. In these conditions, the development of a
voluntary health insurance system, which is an additional source of
financing for health care and allows citizens to receive a wider range of
medical services in addition to compulsory health insurance programs, is of
particular importance.
